...learn Empathy from a quest? I'm a Mesmer secondary and Empathy is the only skill that Bertram is offering me, so should I buy it or is there a quest to get it?

I think you can get empathy from Vassar in Sardalic Sanitarium, just outside of Acalon City ( might be wrong, but you can get Mesmer skills from him)

I remember having to buy it, having mesmer as my secondary. And I think I did all the quests I could in Sardalic first.

Well, I'll do all the quests as well then, and if I still don't have it, I'll buy it. I can always get more skill points later.
